From 2000-2006, Mr. Caplan was a local prosecutor in the Los Angeles Superior Courts located in and around Burbank. During this time as a prosecutor, he helped develop programs where some first-time offenders could earn dismissals of their cases if they completed a City Attorney Diversion Program. He familiarized himself with Diversion Programs, many of which still quietly exist in local District and City Attorney Offices in Los Angeles County.
